Assalamu alaykum,

What is the ruling concerning lying in order to evade high taxes that have become customary to evade by all of society, to a degree that if one is to pay them they become a source for questioning and confusion [by said members of society]?

Waalykum assalam,

According to Grand Ayatollah Sayyid al-Sistani (may the Almighty prolong his life):

If such is contrary to a pledge ['ahd] that he has taken upon as part of work or when receiving services or the like, then it is not permissible. Similarly, in other cases His Eminence (may the Almighty protect him) does not permit this either.

According to Grand Ayatollah Sayyid al-Khamenei (may the Almighty prolong his life):

It is not permissible to lie even in the proposed question.

May the Almighty grant you tawfeeq in all of your affairs
