Assalamu alykum,

Is it permissible for a woman to apply nail polish to all toenails of both feet except the little toe of each foot in order to be able to wipe on it during wudhu' [ritual ablution]?

Waalykum assalam, 

According to both Grand Ayatollah Sayyid al-Khamenei and Grand Ayatollah Sayyid al-Sistani (may the Almighty prolong their lives):

It is sufficient for the validity of the wudhu' to leave one of the toenails on each foot free from the nail polish and to [then] wipe on it [during wudhu'].
