The best times to recite the Quran are during prayer, such as during night prayers, and it is recommended to recite after the obligatory Fajr prayer, with a minimum of fifty verses.
It has been narrated from the Messenger of Allah (peace be upon him): "Reciting the Quran in prayer is better than reciting it outside of prayer, and reciting the Quran outside of prayer is better than remembering Allah."
Regarding the noble verse you mentioned, Allah says in His glorious Book: {Establish prayer from the decline of the sun until the darkness of the night, and the Quran at dawn. Indeed, the Quran at dawn is witnessed}.
The author of Tafsir al-Mizan mentioned that the phrase {and the Quran at dawn} is connected to the prayer, meaning (and establish the Quran at dawn), referring to the Fajr prayer. The reason for calling the Fajr prayer the Quran at dawn is that it includes recitation, and it is agreed upon in narrations that the Fajr prayer is what is meant by the Quran at dawn.
Moreover, it is agreed upon in narrations from both sects that the latter part of the verse, "Indeed, the Quran at dawn is witnessed," means that it is witnessed by the angels of the night and the angels of the day.
