Peace be upon you and God's mercy and blessings.

Grand Ayatollah Sayyid Sistani (may God protect him):

It is not obligatory. However, regarding the verse ﴿Say, He is Allah, the One﴾, if one does not pause after (One) and connects it to ﴿Allah, the Eternal Refuge﴾, it is preferable to keep the tanween and say: (One of Allah, the Eternal Refuge) with a dammah on the dal and a kasrah on the noon.

Grand Ayatollah Sayyid Khamenei (may God protect him):

It is not obligatory.

May you be successful in all good.
