Peace be upon you.

Grand Ayatollah Sayyid Khamenei (may Allah protect him):

Firstly, it appears that the Libyan dollar is a currency that has been frozen and can no longer be used in the public market. Therefore, it may be considered akin to a canceled or counterfeit currency that is used to deceive people. If it falls into this category, it is prohibited to transact with it or to use it as a substitute in transactions, whether the recipient is aware of it or not. However, if the transaction involves its material and it is stipulated that the currency be destroyed (torn) or if there is trust in its destruction, then it is likely obligatory to destroy it to prevent corruption.

Secondly, these matters are subject to the laws and regulations established to maintain public order, and it is not permissible to deviate from them.

Grand Ayatollah Sayyid Sistani (may Allah protect him):

Firstly, it appears that the Libyan dollar is a currency that has been frozen and can no longer be used in the public market. Therefore, it may be considered akin to a fallen or deceptive currency used to deceive people. If it falls into this category, it is prohibited to transact with it, and it is not permissible to use it as a substitute in transactions, whether the recipient is unaware or aware of it. However, if it has a significant financial value, it is permissible to pay a tyrant with it without informing him that it is counterfeit.

Secondly, it seems that dealing with the Libyan dollar is against the law. Therefore, if there is a law in place that has been approved by a legitimate authority, it is obligatory to adhere to it and not to violate it.
