Ruling on the Game of Jakaroo

Question

What is the ruling on the game of Jakaroo? It is a game played on a board with special cards, different from regular playing cards.

It appears that this game is originally played with playing cards, and therefore playing it is prohibited whether there is a stake or not, as playing cards are considered gambling tools. However, if the game itself is not considered a gambling tool in total, it is permissible to play it by replacing the playing cards with Uno cards, provided that it is not recognized as playing with playing cards in common understanding, and on the condition that there is no betting involved.

As for playing without betting, it is strongly recommended to avoid playing it due to the fact that playing cards are considered gambling tools. However, if the game itself is not considered a gambling tool in total, it is permissible to play it by replacing the playing cards with Uno cards, provided that there is no betting involved.
