Peace be upon you.
The phrase you sent is not entirely clear, but based on the title of your question, it seems that the precaution referred to is obligatory precaution. In any case, here is the principle based on which the type of precaution is identified:
Ayatollah Khamenei (may Allah protect him):
Absolute precaution in the context of a fatwa, without a prior fatwa contradicting it or a subsequent one, should not be neglected. One must either act according to the precaution or refer to another scholar, following the principle of the most knowledgeable.
If the precaution in practical rulings is preceded by a fatwa contradicting it, such as when it states after the fatwa on the matter: 'And the precaution is such and such,' or if it is followed by a fatwa contradicting it, like saying: 'The precaution is such and such, even if the ruling is such and such,' or 'Even if the stronger opinion is such and such,' or if it is accompanied by indications of recommendation, such as saying: 'It is preferable and precautionary to do such and such,' then in these three cases, neglecting the precaution is permissible.

Ayatollah Sistani (may Allah protect him):
The precaution mentioned in the issues of this message is of two types: obligatory and recommended. We express obligatory precaution as (it is obligatory according to precaution or precaution is obligatory or its obligation is based on precaution or it should not be neglected according to precaution) and similar phrases.
We express recommended precaution as (recommended according to precaution) or (the preferable precaution).
In cases of obligatory precaution, it is necessary to act according to the precaution or refer to another jurist while considering the most knowledgeable, as previously detailed.
In cases of recommended precaution, neglecting the precaution and acting according to the contradicting fatwa is permissible.
