Before answering your question, we would like to point out that the premise of your question is not entirely accurate. The obligation of Hajj does not imply that Mecca is superior, and similarly, the permissibility of consuming the soil of Imam Hussein's (peace be upon him) grave for healing does not mean that Karbala is better than Mecca. There is a distinction between specificity and superiority.
Both places hold sanctity for us, the Shia Imami, which is based on evidence and the unique characteristics that God has bestowed upon these locations, warranting their veneration. This includes being places of worship, sites for the acceptance of prayers, or the resting places of prophets, successors, and righteous individuals, among other privileges mentioned in the narrations.
For instance, Mecca and Medina possess a great sanctity that necessitates their reverence and glorification, as seen in the numerous narrations that refer to them as the Sacred Sanctuary. The legal rulings that apply to this blessed area, including its agricultural and animal husbandry regulations, are unique to it.
These rulings do not extend to the sacred land of Karbala, which is what I meant by specificity.
On the other hand, we see the immense sanctity that surrounds Karbala, especially after the remarkable events that took place there, where the purest blood was shed, making this soil sacred to the extent that it deserves all forms of honor and reverence.
Despite the attempts of oppressors and envious individuals to silence its voice and obscure its features, all their efforts have failed. Its powerful voice continues to resonate with generations, proclaiming, 'I will not give you my hand like a submissive person, nor will I flee like a slave.'
Thus, the Imams emphasized the importance of visiting Karbala and learning lessons from its epic, aiming to counter those campaigns and keep Karbala above suspicion.
Indeed, it is the beacon that lights the way for generations, and thus, Imam Hussein lives on in the conscience and hearts of people.
Now, to answer your question: Which is better, Karbala or Mecca?
There is a difference of opinion among scholars on this matter, and the reason for this disagreement stems from narrations that suggest the superiority of Mecca over all other places on earth:
In (Al-Faqih), it is narrated from Sinan from Saeed ibn Abdullah Al-Araj from Abu Abdullah (peace be upon him) who said: 'The most beloved land to God is Mecca, and there is no soil more beloved to God than its soil, nor stone more beloved to God than its stone, nor mountain more beloved to God than its mountain, nor water more beloved to God than its water.'
There are also narrations that indicate the superiority of Karbala:
My father, Ali ibn Hussein, and a group of my teachers, may God have mercy on them, narrated from Saad ibn Abdullah ibn Abi Khalaf from Ahmad Muhammad ibn Isa from Muhammad ibn Sinan from Abu Saeed Al-Qamaat who said: I heard Abdullah ibn Abu Ya'foor say that I heard Abu Abdullah (peace be upon him) say to one of his followers: 'O so-and-so, do you visit the grave of Abu Abdullah Hussein ibn Ali (peace be upon him)? - until he says - Woe to you! Do you not know that God made Karbala a secure and blessed sanctuary before He made Mecca a sanctuary...'
However, some scholars have pointed out a chain of transmission issue in the narrations favoring Karbala, as they include individuals like Al-Asfari or Muhammad ibn Sinan, who have been debated in the books of men regarding their reliability.
This complicates the ruling and issuing a fatwa on whether Mecca or Karbala is superior.
It is also worth mentioning the words of some scholars.
For example, Al-Shahid Al-Awwal in (Al-Duroos, Vol. 1, p. 470) stated: 'Mecca is the best place on earth, except for the grave of the Messenger of God (peace be upon him and his family). It has been narrated that Karbala has merits, and it is closer that the places of the graves of the Imams (peace be upon them) are also included. However, the cities where they are located, Mecca is better than them, even better than Medina.'
All praise is due to God, the Lord of the worlds, and blessings and peace be upon our master Muhammad and his pure family.
