Peace be upon you.

Ayatollah Khamenei (may Allah protect him):

It is permissible to give recommended charity to both the poor and the rich, whether they are Muslim or non-Muslim. However, it is not permissible to give charity to those who are hostile to Islam or who are at war with Muslims. If you are not aware that they are hostile to Islam or that they will use the money for alcohol or other prohibited items, then there is no objection to giving charity.

Ayatollah Sistani (may Allah protect him):

It is permissible to give recommended charity to the rich, those who oppose Islam, and non-combatant non-Muslims. However, what believers donate to charitable funds should not be given to non-believing poor unless there is clear permission from the donors. If you are not aware that they are combatants or that they will spend it on prohibited items, then it is permissible.
