Peace be upon you and God's mercy and blessings.

Ayatollah Al-Sistani (may God protect him):

A sticky barrier, such as tar or similar substances, must be removed if possible. If it cannot be removed and it is not in the areas for dry ablution (tayammum), then tayammum must be performed. If the barrier is in the areas for tayammum, then both ablution and tayammum should be performed.

Ayatollah Al-Khamenei (may God protect him):

If the barrier cannot be removed, ablution and washing are not valid with it. If it can be removed, then ablution or washing is invalidated. Likewise, prayer with them is also invalid. However, if it cannot be removed until the end of the prayer time or if removing it causes undue hardship, treat it like other bandages: wash around it and wipe over it with a wet hand.

May you be successful in all good.
