Ayatollah al-Uzma Sayyid Sistani (may Allah protect him):
It is clear from your question that the girl is not independent in her affairs. Therefore, it is a condition for her marriage, whether permanent or temporary, to have the consent of her father or paternal grandfather, regardless of whether there is a condition of entering into the marriage or not. It is not clear from what you mentioned that he is preventing her from marrying a suitable partner according to Islamic and customary standards. The father's or grandfather's authority is only lifted if he prevents her from marrying a suitable partner, or if he completely refrains from interfering in her marriage matters. In such cases, she may marry if she has an urgent need for it without the permission of either of them. This applies to a mature girl who is independent in her affairs, particularly in permanent marriage, not temporary marriage. As for temporary marriage, it is obligatory that their authority does not fall even in this case.
The conclusion is:
It is not permissible to marry her in this situation, as she is not of age, mature, or independent in her affairs. It is not known that his prohibition is a prevention from marrying a suitable partner according to customary and Islamic standards, as the father may have interests that he sees, even if they are material interests, which the daughter does not understand due to her young age. Even customary standards may view a significant disparity in financial status as a reason for not being suitable for her.
