Grand Ayatollah Sayyid Sistani (may Allah protect him):
It is not obligatory to perform the Qada before the obligatory prayers. One may perform the obligatory prayer even if they have a Qada to make up, and it is recommended to do so if they fear missing the virtue of the obligatory prayer. Otherwise, it is recommended to perform the missed prayer first, especially if it is from the same day. It is also recommended to switch to the missed prayer from the obligatory prayer if one forgets and starts the latter, as long as it does not cause the time for its virtue to be missed. In cases of limited time, the obligatory prayer takes precedence and the missed prayer does not interfere with it.

Grand Ayatollah Sayyid Khamenei (may Allah protect him):
If someone has missed a mandatory prayer, they may start performing the current obligatory prayer; however, it is strongly recommended to begin with the missed prayer if it is the only one, especially if it is for the same day. If they intentionally perform the current prayer before the Qada, it is obligatory to repeat the current prayer.
Clarification:
If someone did not wake up for the Fajr prayer, for example, and has no other Qada, they must perform the Qada for Fajr before performing the Dhuhr and Asr prayers, as a strong recommendation. If they intentionally perform the Dhuhr prayer first, they must then perform the Qada for Fajr and then repeat the Dhuhr prayer as a strong recommendation.
