Peace be upon you.

Ayatollah al-Uzma Sayyid Sistani (may Allah protect him):

It is not necessary to remove dry skin and wash underneath it. However, if the dry skin is considered an external barrier, it must be removed.

Ayatollah al-Uzma Sayyid Khamenei (may Allah protect him):

What is above the skin, such as from chickenpox, does not require water to reach underneath it as long as it remains intact. It is sufficient to wash the surface of it, and there is no need to remove it entirely. Even if part of it is cut off, washing the surface of the remaining part is sufficient.

May you be successful in all good.
