Grand Ayatollah Sayyid Sistani (may God protect him):
In general, tattooing under the skin is permissible. However, if the ink is on the skin and acts as a barrier preventing water from reaching the skin during ablution, it must be removed before performing ablution. If removal is not possible, it is not permissible to have it, as a precaution.
Regarding tattooing Quranic verses, it is not permissible if it is considered disrespectful; otherwise, it is not inherently forbidden, but it is not permissible to touch it if one is in a state of ritual impurity.
However, tattooing itself is not considered a commendable act, and there are narrations condemning it.

Grand Ayatollah Sayyid Khamenei (may God protect him):
In general, tattooing under the skin is permissible. However, if the ink is on the skin and acts as a barrier preventing water from reaching the skin during ablution, it must be removed before ablution or washing – even if removal requires cost or effort. If removal during prayer causes harm or unbearable hardship, in this case, one should perform ablution with a barrier and wash afterward. However, once the excuse is removed, the barrier preventing ablution and washing must be removed afterward.
Regarding tattooing Quranic verses, it is not permissible if it is considered disrespectful; otherwise, it is not inherently forbidden, but it is not permissible to touch it if one is in a state of ritual impurity.
