Grand Ayatollah Sayyid Sistani (may Allah preserve him):
In general, it is permissible to have tattoos under the skin. However, if the ink is on the skin and prevents water from reaching the skin during ablution, it must be removed before ablution. If removal is not possible, it is not permissible to have it, as a precaution. Regarding tattoos of Quranic verses, it is not permissible if it is considered disrespectful; otherwise, it is not inherently forbidden, but it should not be touched if one is in a state of ritual impurity.
That said, tattoos are not generally encouraged, and there are narrations that criticize them.

Grand Ayatollah Sayyid Khamenei (may Allah preserve him):
In general, it is permissible to have tattoos under the skin. However, if the ink is on the skin and prevents water from reaching the skin during ablution, it must be removed before ablution or washing, even if removal requires cost or effort. If removing it during prayer causes harm or unbearable hardship, in this case, one should perform ablution with a barrier and wash afterward. However, once the excuse is removed, the barrier preventing ablution and washing must be removed afterward.
Regarding tattoos of Quranic verses, it is not permissible if it is considered disrespectful; otherwise, it is not inherently forbidden, but it should not be touched if one is in a state of ritual impurity.
