Ayatollah Al-Sistani (may Allah protect him):
Civil marriage between a man and a woman is considered valid if it meets the conditions recognized in our jurisprudence. If it does not meet these conditions, but both parties believe it is valid according to their religious beliefs, they are bound by it, and others must also recognize its validity. Similarly, if they do not have a religious belief but respect the civil law under which the marriage was conducted, then each community has its own form of marriage in contrast to illicit relationships.

Ayatollah Al-Khamenei (may Allah protect him):
A Muslim woman is not permitted to marry a non-believer, whether temporarily or permanently. Likewise, a Muslim man cannot marry a non-scriptural woman from among the various types of non-believers. However, it is permissible for a Muslim man to marry a scriptural woman from among the Jews or Christians temporarily, as long as she remains in her faith. For permanent marriage, it is strongly advised to refrain from such unions. Additionally, if a civil marriage meets the required legal conditions, it is recognized as valid in our jurisprudence, regardless of whether the spouses are scriptural or non-scriptural, and even if they both convert to Islam simultaneously, their original marriage remains valid without the need for a new contract.
