Peace be upon you and God's mercy and blessings.

Grand Ayatollah Sayyid Sistani (may God protect him):

Wiping over a barrier, such as socks or shoes, is not sufficient unless there is a necessity. It is also questionable to rely on it in cases of necessity outside of fear-based taqiyya (dissimulation). Therefore, it is advisable to combine it with performing tayammum (dry ablution) in such cases. However, in situations of taqiyya, it is sufficient, although caution is recommended. If the choice is between wiping over the shoe and washing the feet for taqiyya, the latter is preferred if it includes wiping, even with new water. If the choice is between washing without wiping and wiping over the barrier, one may choose either.

Grand Ayatollah Sayyid Khamenei (may God protect him):

It is not permissible to wipe over a barrier such as a mask or socks. However, it is permissible to wipe over a mask or socks in cases of necessity, such as for taqiyya, cold, or similar situations where there is fear of removing the barrier.
