Ayatollah al-Uzma Sayyid Sistani (may Allah protect him):
It is permissible to look at women who are immodestly dressed—those who do not refrain from exposing themselves when advised—provided that it is not done with lustful intent and there is no fear of falling into sin.
Guardians should choose for their children everything that is beneficial for their worldly and spiritual well-being, and keep them away from anything that may corrupt their pure nature or morals. There is no power and no strength except with Allah.

Ayatollah al-Uzma Sayyid Khamenei (may Allah protect him):
It is strongly recommended that men limit their gaze towards women of the People of the Book, non-believers, and immodestly dressed women who do not refrain from exposing themselves when advised, to what they are accustomed to showing, provided there is no lustful intent.
As for Muslim women, it is strongly recommended that men—who are not mahrams—do not look at any part of their bodies that they expose, except for the face and hands, whether they are accustomed to exposing them or not, and whether they are among those who do not refrain when advised or not.
However, there is no issue with an unintentional glance, but intentional gazing at anything other than the face and hands is not permissible, even for the purpose of enjoining good.
