Peace be upon you and God's mercy and blessings.

Grand Ayatollah Sayyid Khamenei (may God protect him):

The Basmala is part of Surah Al-Fatiha only, and it is not part of the other Surahs. However, it should be recited with every Surah except for Surah At-Tawbah (Al-Bara'ah).

Grand Ayatollah Sayyid Sistani (may God protect him):

It is obligatory to recite the Basmala in Surah Al-Fatiha because it is part of it. It is also strongly recommended to recite it in other Surahs—except for Surah At-Tawbah—without considering the implications of it being a part, such as limiting its recitation to after Al-Hamd in the Prayer of Signs, for example.

May you be successful in all good.
