Peace be upon you.

Grand Ayatollah Sayyid Khamenei (may Allah protect him):

The use of musical instruments in a way that distracts from the path of Allah is absolutely forbidden.

As for reciting poems, it is permissible as long as the gathering does not turn into a gathering of forbidden amusement and sin, and there is no corruption in attending it.

Grand Ayatollah Sayyid Sistani (may Allah protect him):

There is no objection to using them in mourning processions and similar events in the customary manner, provided they are common instruments and not instruments of forbidden amusement.

If the music produced is suitable for gatherings of amusement and play, it is not permissible to listen to it.

As for reciting poems, it is permissible (as long as the gathering does not turn into a gathering of amusement) and as long as it does not qualify as singing. Singing, according to the preferred view, is the playful speech that is performed with the melodies commonly associated with amusement and play. It is also forbidden to recite the Holy Quran, blessed supplications, and praises of the Ahlulbayt (peace be upon them) with these melodies. However, reciting other non-playful speech, such as patriotic chants, with musical melodies has a ruling based on obligatory caution.

As for melodies that do not fall under the aforementioned definition, they are not inherently forbidden.
