Peace be upon you.

Grand Ayatollah Sayyid Khamenei (may Allah protect him):

If the wiping did not cover the tips of the fingers, then the ablution is invalid, and the prayers must be made up. However, if there is doubt about whether he wiped to the tips of the fingers or not, and he was knowledgeable about the issue and it is possible that he wiped to the tips, then his ablution and prayers are considered valid.

Grand Ayatollah Sayyid Sistani (may Allah protect him):

Regarding wiping on the feet: If he was an ignorant person and neglected something that does not harm the validity of the action, such as not maintaining the order between washing the head and the rest of the body in ablution or wiping with new water, his ablution and washing are considered valid, and thus his prayers and pilgrimage are also valid.

However, if he was negligent in learning the rulings or neglected something that harms the validity of the action in all circumstances, such as omitting to wash something that must be washed in ablution or washing, there is no way to correct his prayers and pilgrimage. But if he fears complete rebellion, it is not advisable to instruct him to make up his acts of worship, as Allah may bring about a change in his situation afterward...
