There are multiple aspects to discuss here, but we will focus on the question at hand.
The angels observed that humans possess desires and anger, and that the earth is a place of competition. The human soul is inspired towards both wickedness and righteousness, and is not compelled to follow the path of uprightness. There are many temptations, so corruption and bloodshed are inevitable. Allah did not deny their observation but responded with: (Indeed, I know what you do not know). This explains their statement. This does not contradict the innate nature of humans, as they are created with a disposition towards monotheism, but they are not forced to act accordingly.
It is quite natural, especially in the absence of divine governance on earth, for corruption to prevail. Corruption exists in many forms. Even the mere absence of divine rule is sufficient for this.
For corruption to be prevented, there must be divine governance, and for governance to be divine, the ruler must be divine in every sense of the word. As for the second part of the question: Yes, it will remain this way until the Mahdi (peace be upon him) appears, as indicated by the narrations stating: (He will fill the earth with justice and fairness as it was filled with oppression and tyranny).
May you be successful in all good.
