Peace be upon you.

Grand Ayatollah Sayyid Khamenei (may Allah protect him):

It is necessary to dry the area to be wiped from any droplets so that the effect of the hand on the foot is direct and not the opposite. However, if there is a portion of the foot, about the width of a finger, that is dry, then wiping over that portion is valid.

Grand Ayatollah Sayyid Sistani (may Allah protect him):

It is required that there be no visible moisture on the area to be wiped, but it is acceptable if there is pure or absorbed dampness. Similarly, if there is a portion of the foot, about the width of a finger, that is dry, then wiping over that portion is valid.

May you be successful in all good.
